Did you miss that the main part of my post was a constructive recommendation on how to manage the economy/arsenal during levelling up?
The subsequent comment was just an observation, and made to encourage, not to gloat, belittle or brag.
Being a touch sensitive are we?
I very much strive to help, encourage and inspire others, not only on this forum but as a general rule.
I would recommend that when you find something which you interpret as "offensive", try to give it another tone and/or intent, maybe several, and see which fits best!
And contemplate which interpretation will serve You best... the one at which you take offence, or the one which was actually an encouraging joke, just misinterpreted?
Which will make you a happier and more understanding person, and which will make you more defensive, spiteful and angry?

How are they wasted?
There'll be a few weapons that turn out to not make the cut when compared to others at Max level. But they'll still be usable and that's how we learn!
From now on the great choice is whether to spend gems on getting new (Mythical or otherwise promising) weapons or upgrading more of the ones you have?
No travel time could be quite OP. Unless the set includes a Heavy and perhaps a Special as well, which are already without travel time.
Speaking from my experience with a lvl IV Jet Fuel on my Primal Beast, which makes quite a difference "already"!
Another interesting concept is Sets which can be combined with other Sets!
For instance, Portalius Set can be combined with either Super Mutant or Cyber Pilgrim Set. Although their effects aren't really complementary... but still! ;-)
While levelling up: buy new unlocked weapons already at your level instead of upgrading! That way you'll get practice with lots of different weapons, a good chance of finding unsuspected new favourites & you'll get lots of guns for Gallery Coupons and a huge arsenal in general!
Then, once you've reached 55, upgrade your best weapons with gems hoarded during levelling up.
I employed this tactic after levels increased with 16.2. Primarily for the two weeks of heavy grinding it took me to get from 44 to 55. Made me a LOT better as a player!
But I still tend to revert to spamming my heavy... it's just so much fun to have everyone on Fire! (Primal Beast with 3x IV Mods is positively Evil!)
Opponent - "damn n00b, spamming the heavy all of the time!"
Me - pulls out my sniper and score three straight one headshot kills.
Opponent - "eh hum, back to the Heavy please!"
Yeah. At least Portalius Wrath brings something different to "the tool box", but Ice Lightning is only one of many Special Lasers.
But I agree, they're both pretty bad... :-/
The other two weapons in the Portalius Set are a lot better though!
The Chipping whip is not only a quick, high damage area melee weapon, it is also evidently terrifying! I've had quite a few enemies drop off the map when trying to escape my Whip! :-D
The Portalium rifle is my go to sniper. One headshot kill, decent rate and capacity for the type and damage potential, good hit box, 4x zoom (which I prefer since it has no instability to speak of) and really freaky looking!
(I've also got the Portalium skin for the Alien Blaster... matches my purple jacket!) xD
I've got Portalius Wrath. Have used it a bit and it is definitely an interesting weapon, but it is also quite frustrating to use... not a precision weapon, but that's not the point, right?
The ability to put a torrent of quite large "bullets" bouncing around corners can be useful, but if you're used to taking out enemies with your primary when face to face so to say, it's pretty bad.
Big shots block your line of sight and damage is not top notch. A stand in for the regular Primary function, such as a fast firing BackUp or Sniper is recommended as a complement.
That said, it may be effective, or at least quite stressing and annoying, when used under the right circumstances! Sort of "spawn trapping" from far away, or perhaps "softening" the enemy from around a corner before attacking in earnest.
Put an Energy Mod on there and get "Piercing Shells" for maximum effect. Then it's a piercing ricochet weapon, with extra damage! ;-)
Two players dropped out & the one who did the initial damage was smashed by the boss when I got there.
In PVP there are few modes where there's only one person to kill. (And I wouldn't recommend miniguns for the ones which do).
And generally, I think that the Champion Peacemaker is by far the better looking weapon, and as for the sound, it sounds like a proper GUN, not a whiny ??? like the Excalibur does. ;-)
Sometimes the most eloquent way to make a statement is with a Minigun! And I'd choose the ChPM to deliver it any day.
(I might add though, that it was the first Mythical weapon I got, so I might be a bit partial. And I seldom use it nowadays to be honest, but I keep it fully stocked with Mods and ready to go, for those times when I want to "speak clearly").

It's 70 or 110 capacity nowadays, and the way a minigun is used, the more the merrier!
And the ChPM @55 with lvl III Elemental mod will take down the final boss in Raid @medium without reload! (Dead City)
I very much doubt that the Excalibur does that!
(I just did it. May have been down a few % when I arrived, but well over 90. And all headshots, of course. With Corral of Zombies and every other booster available.)
A good Primary of course! Miniguns are used for anti aircraft fire irl for a reason, for instance. (Although I find that my Royal Fighter works very well too!)
Reflector and similar high damage weapons also work.
Weapons with travel time are the least suitable, unless it is fairly close range, and you have enough practice!
My thinking is that the Comet being Mythical would make up for the damage decrease of having a higher fire rate than the PartAcc.
So, how do they compare damage wise?
Tip: in Co-op, the "Big Blue" monsters take about as much damage as a fully armoured and maxed out player. Eg: it's possible to get a one headshot kill with top damage weapons. And a bodyshot will give you an indication of actual damage by how much health remains.
Primal Beast leaves about 2/5ths.
Exterminator about 1/3rd.
Alien Bouncer & Portalium Rifle just a sliver, 1/5th max.
All @55, with lvl 3 Elemental mods.
(And, hmm, Corral of Zombies, Halloween Mask, Tiara & Custom Cape.) :-P
(Come to think about it, the Polygon has various health indicators as well, right? Haven't used it for anything serious, just gone in and shot up the place once or twice.)
Edit: Nope, those indicators are far too weak to judge high damage weapons. Those dolls keel over way too easily!

It is a ricochet weapon as well but with higher fire rate, Piercing and it's Mythical, so it should be!?

I want it bad... Had just got the Alien Sniper when it was available and wouldn't spend any more on such a similar weapon… but now I can't even get it with Gallery coupons!
That said, I will agree that the Particle Accelerator is probably the best weapon to get for 500 coupons!
New weapons are almost always OP to start with and get nerfed when the next batch of new and OP ones arrive.
Paying to get them early is rewarded by getting to use the OP version for longer.
I refuse to use the 'coon because of all the spammers… but that's just me.
And when you have bought all of the really cheap ones, it's time for Maths!
Make a list of sets that seem obtainable, add up the cost of all weapons in each and divide by the number of Coupons rewarded, plus 20/weapon since that is what you get for every five (eventually).
Start grinding coins like crazy and complete the set with the lowest total coin/Coupon reward.
Or maybe the ones which also include guns you want! ;-)
(I've spent 4000 coupons so far).
Don't spend "tickets" [coupons] on weapons that you can buy with coins! Save up for the Shotgun pistol instead. But do get it, because it's a good weapon and a nice choice to have available for your loadout! (I only use it occasionally, but keep it loaded up with top Mods.)
Witch broom is kind of popular because of high damage, but know that it is different to use from "normal" weapons, with a delay before it fires each shot and wonky aim. You do get used to it, but it will feel wrong to begin with.
(I'm spending thousands of coins on weapons I don't want, just to get coupons for the special ones that can't be bought! But then I already have a lot of weapons and don't really Need anything more.)

1 headshot kill (with lots of boosters, and wrong armour), somewhat overlapping with many sniper options, but it's always good to carry a ricochet weapon!
The "delay" on it, as mentioned earlier, is for when you switch to it, ie on the first shot. (How 3cat spammers ruin the game for everyone). It can be a bit annoying, but unless you switch weapons with every shot it is manageable and you get used to it. I think it is about the same time as between shots.
There's also a sound telling you when it is ready to fire, and it beeps during reload and tells you when it's done, which is a nice feature!

I have the Storm Hammer, which has the Mobility but not the damage or attack speed.
Also the Chipping Whip, which has tremendous area damage and attack speed but not the Mobility.
So I end up using the Jet Tenderizer, with Bloodlust to make up for the lower mobility, after you get a kill, which is quite easy with it! It doesn't have as big of an Area damage, but enough to easily hit your target, and Kill it!
And without being an annoying ****, like those spamming the Raccoon!

I have it but refuse to use it... I'll just stick to my good old Jet Tenderizer, although I also have the Chipping Whip, which is quite nice and similar to the 'coon, and I have also got the Werewolf paws, a Mythical with 85 mobility, which is quite rare nowadays, and I stuck a lvl 4 Alloy on them. :-D
But it's still the JT that gets used, easy to get a kill with it and afterwards, with Bloodlust, the movement speed gets tremendous despite the lower mobility! (So the Alloy IV goes back to it).
Royal Fighter: drains ammo like crazy, but also has devastating effect!
Alien Blaster: quick fire bouncer, 3 shot. (Pulling Sucker in Siege and sundry).
Jet Tenderizer: Gorgeous and huge damage, but they killed the Mob so need new.
Hedgehog, Reflector & Police Zapper with 3x lvl 3 mods, but not satisfied... (Will upgrade BEAST and/or maybe get Alien Bouncer with coupons).
Portalium Rifle: 2 shot, wall break, decent fire rate & capacity. With Oracle.
Primal Beast: if you ever met me in a match you know how much fun it is to Always be on fire, right? Well, I'm having LOTS of fun setting everyone alight! :-D (Lvl 4 Shrapnel rocks!)

Casanova = one of the best primaries in the game.
Hellraiser = never used, hardly ever seen used. Not Legendary. Pretty much rubbish.
