This is how I would personally balance these weapons:
For the One Shot: fire rate decreased by 50%. Reload increased to 3.5 seconds. Weight increase/mobility decrease by 20%.Make it VERY glacial to make up for it's wild damage.
ACR- 2 shot headshot IF the laser goes through a wall, player, pet, or any sort of entity. (In other words. It would only 1-shot 1 player at once if the laser didn't wallbreak through any sort of entity. And the second and so-on person would only get killed if they're pretty low). Also a 40% fire rate and a slight mobility decrease to tone it down in general.
Primaries: At least a 50% damage buff to all Primaries. I want to see Primaries rival powerful snipers, lasers, and area damage weapons.
Soulstone:
(Option A) Damage decreaded by 60% (so it no longer 1-shots and is more in line with it's cousin, the Ghost Lantern).
(Option B) Make it a charged weapon, and require it to be fully charged in order to be a 1-shot. Charge time should be at least 1 second longer than the Eraser's (to make up for the fact that could wallbreak and can 1-shot).
(Option C and this could/should apply to the Ghost Lantern as well) Ghost lifetime decrease by 50% (5 seconds to 2.5 seconds), mobility decreased to 50, and the animation it does after you fire the ghost, have that increased to by 2 seconds at lease. (This option would emphasize CLOSE range and careful timing).
Also, for both the Ghost Lantern and Soulstone, have their hitboxes decrease very slightly to keep them both in line.
For Robot Samurai: Hitpoints reduced to 80 for the first form, and 90 for the second/final form. Lifetime decreased from 30 seconds to 20 seconds.Cooldown increased from 45 seconds to 60 seconds. damaged increaded by 20%. This will allow powerful area damage weapons like the Cirus Cannon to 1-shot it, and for it to be able to be melted in general much faster. The cooldown increase would in theory, make it a slightly less common sight on general. The damage increase would at least make up for the fact that it is much more frail now, though the damage increase wouldn't make that much of a difference. This tweak will make sure that it's overall weaker, and should only be used on occasion, and not as a constant tank. (I feel like this was an overall hard possible nerf, tell me what you think please).

Yeah, in my opinion.It should be like the Gorgon from Call of Duty: Black Ops 3. Slow, sluggish, and awkward, but powerful.

Make wall break laser snipers 1 headshot, but 2 body.
Primaries such as the excalibur or black mamba will once again take over pixel gun 3d, 50% is way too much. I'd like to see at least 25%.
Remove the circus cannon. It is rude for the Big buddy...
The wallbreak for snipers barely do anything exept for kill those campers... So let it be.
Make the Ultinatum at least 1.5-2 shots to kill... More balanced.
It is, 3 hit kill, along with giant area damage, it is one of the most spammable weapons ever.
